The portable ones are great to move around, obviously, but they aren't going to cool anywhere near as well as a window unit, at least in my experience.
I had two portable units in my living room when the power was out and they did hardly anything. both were 6,000btu. My 10,000 btu window unit was noticeably better running by itself.
And you still have to duct out the exhaust on the portable unit through a window, so i really don't get why it's a perceived easier setup over a window unit, especially considering you're going to use this once every 3-4 years.
