ISIS didn't really benefit anybody and nobody was sorry to see them go. The cartels, for all their evil, pump a lot of money into poverty stricken rural Mexico. The cartels could be eliminated, but Mexico will have to do it themselves. Colombia did, with American help,in the nineties when their cartels became an existential threat to the country. Mexico doesn't see it that way yet. If and when it does it will crush the cartels. Even a poor country like Mexico has infinitely more resources than these guys.
