I don't think there was enough significant change in the rules to make much difference. It's really more of a style of play issue. Nebraska dominated with size and strength in an era were offensive football was still very much a traditional "pro style" offense. QB mostly under center I-formation, TEs always on the line, fullbacks, etc.
If those Nebraska teams had to face modern offenses, not just LSU, I don't know how much success they would have. Maybe the most glaring evidence of that being true is that Nebraska hasn't been a powerhouse since 2001. The game, particularly offenses, evolved to essentially neutralize Nebraska's advantage. Hell, I think SEVERAL 2019 teams could have beaten 1995 if that game were played today. You watch college football today compare with 1995 and it looks like a very different game offensively.
