When would he count against our roster? When he officially signs his context?
Your roster can go up to 20 during training camp, so if he won't take a 2 way and they have to make room for him on the official roster, they have until August/September to make moves to create a roster spot. Usually they know before they draft a player whether he'll agree to a 2 way or not.
