Rural straightish interstates should be a minimum of 85. But I agree with another poster - the majority of non-urban interstates are designed for extremely high speed and should be so. People ignore the limit because the limit is BS and everyone knows it.
This is an area we should be more like Germany. Very fast speeds BUT the limits that are in place are strictly enforced(many through the exact type of timed intervals you mention). AND, this is the key, driver training is intense, pretty expensive, and doing stupid stuff, speeding, and driving distracted will cost you you license very quickly.

Better trained drivers and newer cars should be allowed to do higher speeds
