It renders NIL laws in Louisiana the same as NIL laws in Texas, Alabama, Florida, etc, by allowing Louisiana schools, employees, and boosters to directly pay players.
The problem of course is that even though the legal playing field is now even, LSU still doesn't have the money to compete for top classes.
Texas A&M, Alabama, Georgia, Texas, Ohio State, USC, etc, will continue to have an advantage because they simply have money that LSU doesn't.
