We have nine SCOTUS justices. On any issue involving interpretation, we will have nine different views, even if some of them share many elements. Without negotiation among the Justices (e.g. “I cannot join the opinion if you include that sentence …”), we would get few written opinions.

The problem is they continue to make decisions based on perceived public opinion and not the interpretation of the law.
