Also, the city or parish.. whatever can claim the beggars are causing traffic problems.. Or that they are a safety hazard and put up signs where they go that says "FOR YOUR SAFETY DO NOT GIVE TO BEGGARS".
If I was a beggar I am not going to go to a location where there is a sign saying don't give to beggars.

They have those signs at I-12 and Sherwood and it doesn't stop them. Someone actually took pictures of a homeless guy removing one of them.
