Roman society was extremely stable and prosperous for hundreds of years. They also were less moral than Nazi Germany.
We are talking about exemplars of value systems as underpinnings for society. The fact that you are suggesting that atheists equate the highest moral value as a stable and prosperous political regime is telling.
