Nope, not possible. If that were true then this would have been a matter of national security and Trump wouldn't have allowed it to continue. Instead, he did the exact opposite and has spent four years giving not so subtle hints that it is a legit operation with his approval and active support.

If you read both options, this isn't necessary. Part 1 doesn't require any psyop. Just intelligence and strategy.
