For starters, we signed an agreement in '72 (or '73) saying that we wouldn't. And lots of other nations did the same.
Secondly, it's on Russia's doorstep, and we nearly turned Cuba into a parking lot over Soviet missiles parked off our coast. Similar concerns from Russia today, and just as valid.
How much we gave them is immaterial. In fact, it probably makes it worse. And we DID convince them to give up their nukes, and promised to protect them if Russia tried to...well, never mind.
