The whole point is comparing the surrendering of WW2 France to Ukraine is stupid because a genuine interested government would’ve just moved the capital like China did against Japan like twice I think. The reason for France falling in WW2 is more in depth then them just losing to the blitzkrieg and a whole different topic.
Back to Russia, If they sent all of their troops to capture Kiev, then they could just easily relocate to Lviv and their bull army is in eastern Ukraine so why would the Russians leave them alone for a capital that can just be relocated?

Where was France going to move their government to when there is no army to defend it? The difference between the Second Sino-Japanese War and the Battle of France is stark. China is a vast country with endless manpower reserves. France is France. However, we are in agreement that it's stupid comparing the two conflicts.

So the Russians advance and take Lviv. They outnumber the Ukrainians and have more resources. If the Russians can get their shite together, they could easily take Lviv. Where are the Ukrainians going to move their government to then? Warsaw?
