As for storm costs, Entergy has already “paid” for the storm. The issue is how/if they recover the costs from customers. The proposed method is usually better for customers because instead of running it through normal rates where Entergy would get it’s full return, Entergy would just take the storm amount, go to one of the banks and finance the amount at 2-3% over 15 years and use the storm charge revenue to pay off the bond. Literally just a pass through.
