Tolkien does describe the elves in the First Age, at the beginning of the Simerillion. The three branches of Elves were the Elwe, Finwe, and Nolder. They were also known as the Grey Elves, Dark Elves and Fair Elves.

Which had nothing to do with their skin tone. Those were descriptions based on who had seen the light of the two trees in Valinor and who had not. That would be like saying the black numenorians are black because of their name. The elves are not dark skinned so the fact that they are casting dark skinned actors as elves is a joke to the source material.
