That's not what the WHO said at all...way way out of context. They made that statement in reference to the limited supply of vaccine around the world and the need to use vaccine supply to provide primary vaccinations to people who have not yet been vaccinated.
In other words, a strategy where vaccinated people continue to get booster shots while lots of people cannot get their first shot is not appropriate or sustainable.
I hate the WHO more than anyone, but this post is not accurate.

Correct. The WHO hates that rich countries take care of themselves first.
