Scary how few understand this. The public espoused for years that private contractors are more efficient than DOTD crews. Well, those are private contractors.

Who hires the contractors after the bidding process is done and oversees the projects??

Contractors don’t block a lane on the interstate during rush hour without DOTD approval. DOTD has to approve and inspect every lane closure for road work.
Further, it’s 100% on DOTD if this “emergency concrete repair” is related to failures after the recent work on that same stretch of interstate. I happen to know that the cement QC checks on that project (which are run by DOTD employees) routinely failed. For some reason - likely has something to do with friends in high places - DOTD management looked the other way and just changed the spec.
Those contractors do shite work because DOTD allows them to do shite work. Behind every fricked up road construction job there’s a DOTD inspector that either allowed it to happen, or reported the issues just to have DOTD management ignore them.
