I’d have the old rules with one exception and that is head coach change. If a head coach change you can transfer without sitting out.

The problem with the old rules is the same problem the NCAA has with everything, and that's selective enforcement.

Justin Fields was granted a waiver because frat boys at Georgia said racist things to him.

Meanwhile, you have a kid in Virginia that wanted to transfer to be closer to home because his mother got cancer. His request was denied because his hometown was 5 miles outside the pre-approved radius and his mother's condition had improved "too much."
