Many of the folks that don't care about being responsible adults through careful family planning are brought up in communities that see having more kids as a pathway to more government handouts. Why wouldn't they? They've been taught this path over and over as generation after generation is raised to be reliant on gov't handouts.
These people have made bad decisions for years and are surrounded by bad decisions. I don't think this is what's going to change their direction.
