Easily Pam for all the reasons noted.
You gotta watch the movie at least 7 times to really appreciate Pam. She was not a malicious person. She was rich and sheltered for sure. But she was genuinely enamored by this Cowboy Culture and wanted to be a part of it but didn't know how to gain acceptance.
And there's absolutely no reason to believe she wouldn't have made a good wife.
In fact, her blase demeanor towards the end "but if you ever want to make her jealous; you know where to find me." See this was really an act. Pam was doing her best to make Bud feel like he was making the right decision by making HERSELF look like a floozie whore. That was selfless as frick as Pam was truly heartbroken and wanted a love like Bud and Sissy had.
What Pam did in that scene was much like Robert Redford's character in Indecent Proposal when he makes Demi Moore's character feel like he was using her and it was all a game. He hid his true feelings for her to make her decision easier to go back to Woody.
Urban Cowboy is the best movie ever made.
