Positives: Exposure and the venue (I am sure UT would not like their top recruits going to watch the SECCG in their own back yard either).
Negatives: Travel. It would be a long way for most teams in the West and very long for teams in the East.
That said, I think it stays in Atlanta for a while, maybe permanently.

Yeah to go to Dallas I'd have to fly instead of flying to Atlanta
