If you do it strictly geographically, it is damn near impossible to have equal strength divisions (thanks to the relative proximity of Vandy-UK and Ole Miss-Miss St.). But even in the current format, Auburn and Vandy are in the wrong "geographic" divisions if you were to divide it strictly East/West so I don't think that matters too much. Just, for the love of God, don't call them something like "Legends and Leaders."

so all that basically can be summed up as two 8 team "divisions" in which the 4 groups rotate in three year cycles. Every year you will play everyone in your "division" As well as one team from the other 2 groups rotating in 4 year cycles.
The only suggestion I would have is for SECCG purposes, do not include the wins or losses against the 2 "non-divisional" opponents.

IMO it doesn't matter as we already do that now.

No we don't,
Currently, your overall SEC record is what determines your standing in your respective division.

I'm not sure this is really an issue for my suggestion. If currently your overall SEC record determines who plays in the SEC CG, why would that change here? The inter-divisional matchups are already unbalanced as is.
