Curious how Woodward structures the negotiation

It seems pretty clear that Woodward is negotiating with several candidates simultaneously with tiers of candidates by desirability. I'm guessing there are 2 or 3 guys in tier 1 and that Riley and Fisher are at least 2 of those guys. Does Woodward have conditional offers out to both of them right now where each target could accept and be the next coach but it is conditioned on (a) a date certain; and/or (b) provided another candidate does not accept first? If that is the case, both Riley and Jimbo must know their offers could be trumped by the other candidate.
I'm guessing the tier 2 guys, probably Aranda, Tucker, Napier, and Campbell, have also been contacted and may have discussed certain terms which are less lucrative than the tier 1 guys and where the offers are contingent upon rejection by both tier 1 guys. I'm sure LSU also has a way to accept a willing tier 2 guy if the tier 1s are dragging their heels.
This is just me speculating and thinking about how I would structure a negotiation. I wonder how close Woodward's process is to this.
