The rule clarification after #HailState was about the hashtag being a form of advertising on the playing field. The endzone can include university and team logos, and the memo didn't prohibit lettering in the logos. I think the university could adopt their Welcome to Las Vegas design as a logo and be okay. LSU couldn't use "$5 sausage poboys" as an alternate logo, but I don't see any overt advertising in a "Welcome to (a city)" sign.

Not sure that's within the rules. Only allowed to have team name mascot . They changed the rules with the hashtags in the endzone.

Las Vegas may not be a problem.
But the welcome to should be,
