It is 2017. I'm not one of those who says, "Well - it was over in 1964, that's it." Of course, Jim Crow was "over" in 1964 and it took some time to clean that up. We're still not "all the way" to where we want to be - but, my G-d - get a grip on yourself. White people aren't even tangentially to blame for all the medieval shite going down in these urban hellholes - it's not all black people, but it is black people killing other black people.

And it is not only culturally "okay" - it's celebrated in many circles. Until that changes, we're just moving number$ around on a ledger.

You said crime, right? Crime will fall under any act breaking the law. Therefore, all non violent crimes are in play too. Police can easily skew these numbers by not reporting certain non violent crimes in some areas, while reporting all non violent crimes in other areas. There are alot of ways to manipulate information that comes out to make it seem like certain areas containing certain demographics are a little more crime ridden than others and the war on drugs plays a big part of that.
