I have lunch at each of those places at least once a month but rarely order the pho. For pho alone, I'd go with Pho Bang,

Pho Hoa and Pho Bang were my go tos, outside of Pho Tau Bay.

It doesn't get half the hype of other places. IMO they got the best pho.

I like Pho Bang, but I'll also give a shout to the place outside Hong Kong Market (can't recall the specific name).
