Because they can launch payloads cheaper and more effectively than anyone else right now. Launch failures happen, for every one failure there are 100 success, irregardless of country.

Now one/if SpaceX ever takes off and there is a viable commercial launch outfit, the game will change.

Nearly every payload put into orbit for the past 3 years have been on Russian rockets, hell not like the US has done much better. 10 years ago today the Columbia burned up on re-entry.

I cannot argue about the technological differences in rockets and I cannot offer any detail to costs and efficiencies between Russia and the US when it comes to rockets.

It is my opinion the USA has been the leading developer of technology on the planet. So instead of turning NASA into a Muslim outreach program let them do what they do best.

Because they have a been very successful in what might be call "routine" launches, in the area of manned launches the U.S. can't touch the Russian safety record.

This is a fact, however the costs are insane as well. That is the primary driver behind outsourcing commercial launches (which this was). Better beleive though, that any military hardware going to space is going on a Delta IV
