people just see Colorado and think the entire state is nothing but picturesque mountain ranges
half the state is a barren wasteland
This is true for every State West of 100 degrees W. Longitude. Even Washington and Oregon.
Eugene is not in the barren wasteland part of the state. Eastern Oregon, on the other hand....
I drove from Portland to Spokane, this weekend. Helluva drive. Five and a half hours. Drove along the Columbia River Gorge. Lush and green, at first. The the Gorge turns barren, east of the mountains. Still beautiful, with the canyons and vineyards. Then I drove through the high plains, with nothing by prairie and sagebrush as far as I could see (no trees). Then rolling hills and farmland, with corn, vineyards, apple groves, tree farms, alfalfa, etc... Finally, back into the forests and mountains around Coeur d'Alene, ID. It was a beautiful drive with some spectacular changes in topography. Not anxious to make that drive again, as the high plains were fairly devoid of life, and wouldn't want to live there.
Having said that, I haven't spent much time in Eugene, and don't know the city well. I have been to Corvallis, a number of times, and think that city is cool.
FYI - Eugene is 2 1/2 hours from Portland, Bend, and Bandon (only 1 1/4 hours from the coast of OR, though).

My understanding of Eugene is that it is not cukoo liberal, but more liberal like college towns tend to be. Very outdoorsy, so you have a lot of environmentalists, but also a lot of folks who hunt and fish.
My point being is that Portland is very liberal. Portland had a bunch of BLM rallies with no black people. Eugene is not Portland, in that regard.
CO doesn't have a coast close by. NoCal is drivable, as is British Columbia. If you like the outdoors, it would be tough to beat Eugene, although Colorado is probably similar.

Eugene, OR - Nice but the rain in the Winter is brutal
San Antonio, TX- Too hot in the Summer
Tempe, AZ- See above x 1000
Greely, CO- cattle processing plant there. Whole town stinks. Smells like manure mixed with hamburger meat.
Washington DC- I would prefer to live, so... No!
Blacksburg, VA- Good choice
Greensboro, NC- Better choice

Small Ag and O&G town an hour from Denver. DJ Basin/Wattenberg field office hub.
Weld County is as red as they get anywhere.
ETA: And yes, it smells like shite because of the stock yards/cattle plants and all of Denver smells like shite when the wind is blowing from the right direction.

San Antonio is not better than NO ... by a long shot, at that ... Eugene or dc for me, though I'd have to see what greely is like ...

All of them have their pros and cons. I wouldn't live in DC or Greely though.
If I had to work in San Antonio I would live in Canyon Lake though.

All the Western States have this phenomenon. Windward slopes of the mountains are lush, leeward are barren and arid. Flew over Washington a couple weeks ago, and it's mind boggling the difference east and west of the Cascades.

Greensboro. Few hours from nice beaches, seasonal, beautiful mountains close by. NC is the best state.

San Antonio and Blacksburg would be my top 2

Exactly, Greeley smells like poop.

Unless you get a COLA for DC I would not advise it.

Greensboro, NC
This is hands-down my choice of those listed

Eugene. Greeley is a bit far from the mountains and I've lived in Boulder and consider it somewhat overrated. Greensboro I'd think about. You can have the rest.
Eugene is full of hippies but I generally like the areas that hippies like; they really aren't a problem to live around.
