This is a big part. But there is also a much larger attempt to clean it up in other places to drown out the dumb trashy people. Very little litter where I'm at. That doesn't mean people don't leave stuff around (although it is probably much less than where I lived in LA). We just have people driving around cleaning up quite often.

We have a certain demographic from North BR that feels it's ok to simply open their car door and place their trash directly on the ground. Someone else's job, right?

Trashy people don't care...they'll dump an old sofa on the side of the road like it's a constitutional right. Open a window and chuck out a cigarette butt, it's nothing. Just finished a McDonald's meal..throw the bag of trash out the window. It's so easy for these trashy people.
Louisiana is at the bottom for most things but we are probably the state that ranks #1 for trashy people per capita.

you don't realize how bad the littering problem is in the state of Louisiana until you go visit elsewhere in the country and notice how clean and neat those areas are compared to La.

Been to PR many times. There's an understanding there among the locals that one of the few riches they all possess is a beautiful natural environment. Seems that they all take pride in it.

That's actually where I am planning on retiring, I've built up a sizeable estate there.

I used to have to lock my window with an ex so she couldn't litter out of my car. She actually felt it was her civic duty to litter to give the inmates somethimg to do.

Alabama’s main interstates and roadways are much better maintained than Louisiana. I remember as a kid back in the 70’s driving to visit my cousins in Dallas and always being amazed as we crossed the Louisiana line going back to Shreveport. The difference in the litter and road quality was stark.
