What is with Louisiana and littering?

I've lived in 3 states. Have probably driven in 30ish and I've never seen roads as trashy as these. Everywhere there is litter. Bags of trash just sitting on the side of the road. Go on any stretch of highway in this state. Full of litter.
Last week someone left a mattress and three bags of trash. Like they pulled over and just left whatever was in the back of their truck about 2 miles east of Lake Charles. There is constantly fields of trash everywhere on the stretch between Lafayette and Lake Charles.
I know of a couple people that actively litter and it's the "trashiest" and most classless thing any person can do.
The State seems to have some crews working to clean them up but they can't even keep up with all this garbage.
Get it together Louisiana.

I remember tossing a coke can out the car window as a young Baw. My dad yanked the car off the side of road. Whipped my arse and made me walk back until I could find the can.

Littering is celebrated here in Louisiana.
Mardi Gras centers around throwing trash on the ground and expecting someone else to come in afterwards and pick it up. And it’s celebrated, enabled and encouraged.

I actually think a lot of it flys out of garbage trucks and isn’t just people tossing trash out of their windows as the drive.

I thought it was only Louisiana but was in Houston this weekend and noticed it’s everywhere around there too. All along the interstate in Texas after you enter from Louisiana. It was just as bad, if not worse at the intersections and along the highways in TX. I think it’s bad everywhere down South. BR is actually so much better now that we have KTTB. They have helped so much.

In my 53 years I've seen 85% blacks throwing trash out of their windows and 15% white trash. That's my honest observation

Have you been to California, specifically the Bay Area? My wife is from there and it is insane compared to here.
