Because it's not a traditional scholarship. It's made to aid students to stay in state for school and as a factor of that as a graduate.
There are plenty of good students that don't make 28's on the ACT and shouldn't be excluded. I know several dickheads that just test well that aced the ACT and bombed out of college after receiving the highest level tops with stipends and all.
College is about how hard you work, not how gifted you are at taking a standardized test.

these are outliers
the average kid scoring a 28 or above is going to do well in college and likely earn multiple degrees.
kids scoring 22 or less are probably not likely to make it.
i swear the OT needs a lesson on statistics

This thread is one giant show of ignorance and irrelevant rambling.
Nobody changed the requirements. If they are short on money they cut everyone out who made a 17. If they're still short then they cut 18. It keeps going until it's solvent.
The budget will fund TOPS and they are NOT changing requirements. That would be very hard to do and very unrealistic, politically speaking. The best they could do is intentionally underfund TOPS up to a target of whatever ACT score they'd like. They can NOT factor GPA into the emergency measures. It's a non-issue in spite of the 100+ commenters in this thread.

It sounds like you just didn't care and had a bad attitude. If you were bored, you should have worked harder to get good grades.

I've always understood that the purpose of TOPS was to keep Louisianas "best and brightest" from leaving the state. Sorry, but if you are not good at taking a standardized test, then you don't fall into that category.

This will never fly without adjustments for minorities. The bell curve or something similar will have to be used. Southern and some of the other small colleges would be shut down.

What exactly is the logic behind TOPS? I'm not from Louisiana and had never heard of it until reading about it on TD. Here in Minnesota, kids can have a 4.0 GPA and a 36 ACT and they still don't get any kind of free money from the state. It's nice to help out kids these days, but if money is tight, maybe the program should be abolished? It seems as if much of the south is against free government money. How is TOPS any different? Maybe I'm missing something?
It seems like at a bare minimum, kids should have to get a 3.75 and a 32 to get free tuition. Then again, Minnesota has the highest average ACT score in the nation. Kids here can earn scholarships from colleges, but not from the state. We even had a $1.3 billion dollars state surplus last year.

it's a mix of the populism of LA politics and legitimate demographic issues of "brain drain" from the 90s
the problem is the populism part, which required insanely low standards. this also was likely due to federal challenges for discrimination. as you tick that ACT score up, it's going to have an exponential impact on black students
