The Detroit reference was taken to heart by a post on here and I didn't realize that poster was so sensitive. I made my point about Nola violence and the influence it has on generational growth of the city.
I do t think Nola will ever be as bad as Detroit but the crime in Nola is a severe detriment to its sustainable growth.

What companies are relocating offices and expanding white collar work in New Orleans? I haven't heard anything since GE in 2012. Half empty sky scrapers filled with personal injury attorneys should be worrisome to anyone with a clue.
New Orleans may end up as a nice boutique city, like Charleston, but it'll never be a major economic power again. Some of that isn't the city's direct fault-the suburban schools are shite as well. Jefferson parish and St. Tammany schools don't compare with suburban Houston, Dallas, or Atlanta. It's hard to gain traction when you pretty much have to send your kids to private school or pray they get into Lusher or Ben Franklin.

I don't understand your fascination with limiting the jobs to white collar. As long as the Miss River keeps it's currant path, New Orleans will important economically. And while we may not be expanding much with white collar work, there are other sectors that are expanding and expected to continue to do so.
And I'm cool with paying for private school instead of paying much higher property taxes. So that point is moot for me.

One huge new hospital was opened last year, and another is set to open in the coming year. Hospitals employ a lot of "white collar" and "white jacket" employees.
