Family just wants positioning for a civil lawsuit.
If the department fires him. Will be used as evidence against the city that he acted improperly and they are responsible.
They were hoping for a criminal proceeding to use as leverage to get a civil settlement.
Much harder now that that ship has virtually sailed.

I've heard some stories about how the administration operates. They have about a million meetings a day and nothing ever gets accomplished besides scheduling more meetings. They just meet day in and day out.

These people care about titles and titles only. They couldn't care less about the work that goes along with said titles. It's about status, not substance.
