I don't get how you don't know the parents well enough to call them but they (their kids) come over and hang out (eat your food, etc.) sounds odd.

I would very politely ask the father for his insurance information. Tell him his rogue animal messed up the alignment on your vehicle, and he needs to buy his kids some Gatorade.

Get Rosetta stone and learn fluent German. Speak exclusively in German around the kids. Their dog will still be dead but at least they will have learned a valuable lesson about respecting and fearing German people. They may even tell their friends a Nazi killed their dog. That would be a pretty cool story.

Good of you to offer. Even though they declined, you could buy something for the new dog (bed, chew toys, crate, etc.)

Offered to pay for new pet then you are good. Although, even though a dog runs out in front of you (which is dumb), there are no dumb dogs/pets. I ran over my own pet dog one time. Still haunts me 18 years later. Good luck sleeping at night and good job offering to pay costs of burial and for another dog. Not much else you should/could do.
