Are you under the mistaken impression that I gave a list of choices? The right thing is to follow policy that has absolutely been drilled into this dude on a macro and micro level for years.
If someone's gonna come to work blitzed, then they're putting themselves in the crosshairs. Has nothing to do with the direct report telling you or you ratting. It has to do with the personal decisions the blitzed coworker made to do what she did.
It's not you. It's the policy and if you don't follow it, the potential liability and resulting fallout puts you at risk for your job.
But like I said...are you confused with the response or make a mistake or something?

Sounds like you are a lowly worker since you aren't sure what to do or who to report to, but being she is indeed f'ed up at work, which is a huge risk to her, the other employees, and the liability of the company; I would report it to your boss, and give the heads up to her direct boss as well.
