Maybe start with D. Ask HR what you should do, but do not do A. You have to do your job and if something happens and it gets back that you knew about it and didn't report it then... Who knows what can happen.

This. If they ever asked I'd just tell them I could not verity that she was under the influence of anything and didn't report it.
