If it were a position where she could endanger someone else by being under the influence, then I'd definitely notify her boss.

ETA: If I was the only one that noticed and she wasn't endangering anyone, then I wouldn't say anything.

However since another co-worker/employee brought it to your attention, I would feel obligated to at least bring it up to the high employees supervisor.

Exactly. The OP now has an obligation because if she gets through the day and gets in a car and pulls onto the road and gets in a wreck and injures/kills someone and/or herself, it's on him.

So...when someone else brings it up, and it is elevated to HR, eventually they will come to you and say "why didn't you say something". You may not know what's going on in her private life...but when it was elevated to you, it put your job on the line. Are you willing to lose your job so she can continue to get high at work?
