I do have issues with this though. Because IMo any body walking around in an urban setting with a rifle on his back is looking for or expecting trouble.

I'm in a small town and the Chief of Police and Mayor are always out around the people that elected them. If they f'k up, they hear about it right out in public. Mayor told me if I ever have a problem to walk right into his office and let him know about it. Our Chief of Police - well he's a dumbarse - but you can still pull him aside in the grocery story and voice a concern.
That environment is missing in a LOT of places in America right now.

For what it's worth, the runners and bikers in Austin are some of the biggest douche bags in the world who break the laws all the time.

There was no need for him to stop and question me in the first place. What the frick was he going to arrest me for? To be honest I'm sure he was bored and looking for some kind of excitement for the day. But then again he didn't approach me in some aggressive, intimidating manner, so I had no need to react defensively.

I've seen videos of cops in London interacting with their citizens and their citizens are treated with respect even when they are guilty. It makes me realize that we are not a free country in at least this one area.
On the flip side, if the police in US big cities treated criminals like the police in London, our police would be killed much more frequently.

My point is not that the policeman was 100% right in the case of the Austin jogger. My point is this is very often more advantageous to slow down, listen, react moderately and respectfully; and then, be on your way. This advice doesn't apply just in response to the police but in everyday life as well.

I will assume this wasn't the case, as there was no manhunt going on. He was a constable (not even a real police officer), and around 2008/2009 Houston gave constables the authority to play "police officer," so they run around and harass citizens for no reason. Considering that anytime some sort of officer harassed me in Houston, it was the Constable in every single case. HPD had real crimes and traffic offenses to investigate I guess.

You are just lucky he didn't shoot you. Last year in Houston, the cops shot a double amputee to death for threatening them with a ball point pen.
Then shot a mentally ill man down on his front porch with his hands in the air. Both times the cops got off. Then there was the case of the sheriffs deputy shooting up the fleeing truck with the tarp cover and killing two people in the back. Texas is generally shoot first and so what later.

So, if you are arrested, you must give your name, address, etc. If you are lawfully detained, you do not have to give your info, but if you give false info then that is an offense.
That girl is going to end up getting some money out of this. Sadly, that money will come from the tax payer and the APD will not be the ones who are punished.
