Yeah I agree, I'm not cool with putting people in jail over an accident that didn't involve drugs, alcohol, or road rage

Overloaded vehicle, poor driving technique.

The LSP has no clue if he was speeding, but all the kids probably weren't restrained properly.

Sad story. Sometimes mistakes cost lives.

We don't know what the LSP knows. The news article says they suspected the driver of speeding. Who knows, maybe some witnesses to the accident told LSP that they were driving the speed limit when the car involved in the accident sped passed them at a high rate of speed, with the car weaving in and out of lanes erratically. Maybe the accident left tire skid marks, which LSP accident reconstruction experts were able to examine/measure and then calculate the speed of the guy's car immediately prior to the crash.

If the driver was speeding... or if the driver didn't have all children's seat belt secured correctly it's easy to see why the police would get mad and want the guy charged.

Sad outcome that could have been avoided.

I would not be a happy camper if I had a blowout and crashed, my family members died, and then I was put in jail for it and had a felony permanently attached to my name

Not always true. Most "accidents" are completely avoidable if the driver is paying attention. I've had two tire blowouts on I-10 myself, btw, and had no trouble either time. Just don't panic and there's no reason to lose control.

The reason he's been charged is that he could have done better if he'd been more responsible, hence negligent homicide. If it had resulted from deliberate actions on his part it would just be homicide, which is far more serious.

You wouldn't be put in jail or charged unless they had evidence that you were negligent. Just because there was an accident or a tire blew out doesn't automatically mean that you were negligent.

Yes, but the first news articles indicated that the driver "Louis" was a "he." The news articles have been updated:

Do those older model Durangos have a 3rd row? If she really had 7 people, 5 of them children, crammed into a car built to hold 5, that may have something to do with the negligence.

I will say that the prosecutions on these things are very, very subjective, arbitrary, and inconsistent. A lot of it deals with how persistent the victim's family is for a prosecution(which can often be mollified by a generous tort settlement, sad to say).
Any kind of reckless driving or significant speeding, especially over that bridge, should be prosecuted imo.
