Yes, overall a great QB makes a receiver better. A great QB with average WR will win more games and put up better numbers and an average QB with great receivers.

Pretty much this. A QB is more important in the grand scheme of things so people give the QB credit, but it definitely goes both ways.

His first season fully starting was with Ryan I'm pretty sure an it was obvious the 2 years prior he would be really good. Correlation without causation as both really helped each other develop but neither really caused anything.

WRs who make plays after the catch can make just about any average QB look good

A receiver can't be top notch without at least a competent QB (see Larry Fitzgerald post Warner)

But a QB without options to throw to is very limited

So both answers are half wrong

Randy Moss made Matt Cassell look like a pro bowler. But I think it can go both ways.

Because he wasn't Hall worthy

I really say it depends.

Brady and Peyton make their receivers better, but Calvin Johnson/Jones and White make Stafford and Ryan better in my opinion.
