depends. Peyton's WRs are made by him.
But then you have Julio, Roddy, and Tony G that I think completely make Matt Ryan look better than he is.

There is no definitive answer here. Manning can make any receiver good. Brady can too. Then you have Randall Cunningham and Daunte Culpepper who got to throw to Moss and Carter, which clearly made them better.

A great QB can make an average WR great, while a great WR can make an average QB look great.
If you have a shitty QB though, a great WR won't make a difference.

Yep.
Steve Young was one of the best quarterbacks of his day, with or without Rice. He had every skill set John Elway had and, arguably, some of which he did a bit better.

You can make a case for both, but I think it I had to pick one it's the WR making the QB. Look at UGA 2009 for proof.
Joe Cox was a pretty pedestrian QB, yet he set a UGA touchdowns in a season record. Why? Well, he had AJ Green to throw to. If you have a receiver that you can essentially throw the ball anywhere within about 7 yards of him and he's gonna catch it everytime, it can damn sure make a QB look good.
