I think the general thought is it encourages the highly compensated employees(who presumbly would be the ones making the decisions on the implementaion of the 401k plan), to design the plan in a way that encourages participation from the most employees possible, especially those at lower wage bands....

I'm assuming you mean they allow for Roth contributions to the 401k? You're income is likely lower now(i.e. your tax rate is lower) at your first job out of school then it will be when you retire. I would suggest making Roth contributions until you move up a couple of tax brackets. ...
