If it's a relatively large market, bring some food to the morning sports talk radio guys. Whatever restaurant drops off 50 bucks worth of food gets mentioned every 15 minutes, at least up here.
Honestly, it depends on the type of restaurant, visibility (on a main road or off the beaten path?), etc.
If I'm running a place geared toward lunches/catering, I'd advertise to the pharmaceutical sales reps (and the oil services company sales reps if in Lafayette).

Is this in New Orleans? Maybe a write-up by the nola.com people, maybe contact Todd Price? It's not prestigious but it'll catch eyes. From there, let your food do the talking and word of mouth will spread.

Having done some Marketing work, albeit in a different industry, I am always amazed at the lack of effort many restaurants put into this. I was talking to the owners of Table the week AFTER they opened and asked about their lack of Internet / social media presence. Their response was: Y"eah. We need to work on that." I would the time to work on that is prior to opening.
