I would imagine this has much more to do with economics then pure taste.

If you live in an area that would support wine over beer you would choose it. The margins on wine must be higher than beer.

Beer is cheaper so it's affordable to a greater audience.

You say a chef switched from wine to beer centered menus.

I say it has more to do with attracting business than pure taste preference.

If it is the chef's preference, than his business model is whack, Son!

If you have no problem filling a restaurant selling a higher margin item then you would.
