in my seven years with my current company, i've never worked on a hard-bid project... just negotiated (either lump sum or cost plus)... in each case, the Owner has hired the testing agency.
It's usually done before we ever hit the job... whoever does the geotech report (which is generally included in the specs) is usually who ends up doing all the testing -- soil density, concrete, rebar, etc.

Easily. Those saying the engineers will be fine must be forgetting that their insurance is about to triple. They might be okay for a little while but this is gonna follow them and could eventually destroy the firm.

LSU is supposedly an academic institution, but no one seems to care about the amount of money blown on athletics here.

Allen HS may be kind of average for TX but I bet it blows almost all La publics out of the water, with some exceptions. I love Nola but the public schools in La suck for the most part. TX does it better from what I can tell. Even the ghetto people speak so much better than in Nola. It was amazing to hear one sound somewhat educated on the news. It blew my mind.

Allen was known as "Fox & Jacobsville" when my family lived up in that area. Sort of Plano wannabes.
My, how times have changed. I wonder if they'll ever build another high school (currently one of largest in U.S.) or if football titles are really that important to them.

I grew up in Allen. With the recent development, there isn't much distinction between Plano and Allen. Just one big suburb.

Doesn't the City of Central, LA School District use PBK for their designs. I remember the new middle school having design issues that was brought to everyone's attention by the contractor. I think the steel structure was under designed by the PBK hired structural engineers.

Very odd to see honey combing in mezzanine pan slabs. In 14 years in that industry, I never saw that issue. Usually see this in poured walls and it is more of a cosmetic rather than a structural issue. Just don't see how there is honey combing on a smooth troweled finished slab, or a broom finish for that matter without it being noticed. It's more likely that it's scaling or severe de-lamination to such a degree that it looks like honey combing. That is typically caused by sealing it to soon by the finisher and to much bleed water trapped beneath the surface. But that isn't a structural issue in any case I have been involved with. Must be so bad in spots that it is a structural issue.

You would be surprised though how these issues seem to not affect the GC as much as you would think.
I watched Hardin Const. continue to get major projects both in hard bid and bid list situations after a two year run of bad luck that included:
1. Two workers falling to their deaths down an elevator shaft during construction of Sovereign (high rise in Buckhead)
2. A collapsed parking deck floor in Midtown.(thank goodness nobody died but it crushed some vehicles)
3. Collapse of a pedestrian bridge at the Atlanta Botantical Gardens during construction. It was during a pour and I believe one worker died.
Thought they were done after that one. They seemed to never skip a beat though.

you can tell the difference though. a lot more older buildings in Plano whereas Allen has newer buildings.
