If you don't want to pay the tourist premium for a Galveston hotel, then Texas City is the closest burb. Maybe a 15min drive to the cruise terminal. League City is the closest "nice" burb. 25-30 min drive. Or just stay in Galveston at the Tremont and walk to the cruise terminal.

Galveston hotels are pricey for what you get. If you’ve never been to Galveston, I do recommend staying on the island at least once; it’s charming.

If you’re driving, I recommend staying in Houston. You’ll have access to better hotels at a cheaper price and many many more dining options to choose from. It’s only a 90 min drive to the port the next morning.

Yep. Especially by the cruise terminal. The Strand area is a nice place to walk around. Preferably in the evening. Still hot as hell right now, even with the constant Galveston breeze.

Tremont House is always my favorite. All the access to food/drink on the Strand and just across from the terminals.
