What is the best non-technical Website Builder Platform?

I have to build and manage the Website for my neighborhood. I am not a developer, but I am familiar with using a CMS to manage a Website.
Does anyone have any soltuion that prefer to others. Here are the ones that I am looking at:

Leaning toward Wix or GoDaddy.com. I have used GoDaddy before. Seemed easy enough, but lacking features.

I think (haven't really dug into it) that you can use a custom domain with Google Sites. Google Sites Version 2 is very Wix/Weebly like, but free.
