Iphone won't backup, been about 4 weeks- Update in OP

Plugged into power, and on wifi, still will fail. I tried everything suggested by google searching the problem. Anyone here have any ideas? iphone7. Thanks in advance.
Update-
the phone has been hassling me to set up 2FA for weeks and I've been ignoring it. so I finally set it up. Then it backed up no problem.

It won't backup to the cloud or to a PC with Itunes?
