DVR Footage to Computer/Internet?

Is there a way to take footage DVRed from a tv to post online? If so, what's the process? (I don't actually have DVR capabilities, so I'll be requesting this of a third party.)

The formats are encrypted so typically the only way is to use some capture software/hardware to record the dvr'd video while it plays.

Check out Hauppauge's capture cards. If you have a cable box with component/composite outputs, there are cheap(ish) available capture devices for your computer.
If it only has HDMI, Hauppauge makes an HD Colossus 2 (PCIe) and HD-pvr line for USB capture.
As described, they're all capture devices (VCR for digital video file, basically). I don't think you'll find an easy way to move files from DVR to computer.
