Custom RSS feed question

I am creating a digital sign implementation for use in home to provide information for a family member with dementia. Using Yodeck as it is free and seems to be pretty full featured. One of the apps available (the only one that does scrolling text ticker style) can utilize either manually entered text which requires you to go into Yodeck and update the text in the app then push it out to the monitor. The other option is it can read from an RSS feed and automatically update based on the feed.
What I would like to do is to be able to have an online form (that's what Im thinking anyway) which would be something like John is ________ Susie is ________ where the user could enter the current location and then it would get turned into an RSS feed to be scrolled on the monitor to let our family member with dementia know where everyone is. Could also include other messages depending on what's going on.
Does anyone have any ideas on how this might be done? thanks for any help.
