Best basic PC desktop or laptop?

I switched to Mac about 10 years ago but need to pick up a simple PC to do some SQL work and am not sure what the best avenue to go down is.
The last pc desktop product I attempted to get for my office had a touch screen and some irritating as shite version of windows installed. Is there anything currently on the market that is simple and easy to use for just a basic web browsing, document building, SQL application use?

Any version of a Chromebook will do the job. They start at $200 or so.
